Max Belt Speed to limit connections

Similar to how max # of buildings can be set on a node, it would be helpful to be able to limit the connection between nodes according to the Mk belt level (OR max items/min since the connection could represent any other mode of logistics - drone, train etc)

For example, if I wanted to split the 1300 output and only have mk4 belts, be able to split into 3 connections of max 480
